Yes, Yao Guang is worth pulling if you plan to build around Elation characters or want a strong support for DPS units that consume Skill Points. She is one of the best introductions to the Elation Path because her kit benefits both Elation and non-Elation teams.

With her signature Light Cone and an Energy Regen Rope, Yao Guang can reach her first Ultimate very quickly. The SPD bonus also helps her satisfy key SPD conditions more easily, including the 160 SPD requirement for the second CRIT Rate tier of Diviner of Distant Reach.
The Light Cone's biggest advantage is not just damage, but rotation stability. It improves Yao Guang's own cycle while giving the whole team CRIT Rate and CRIT DMG after her Ultimate, making it especially valuable for Elation teams and fast damage windows.
